As the September 31st deadline for the off -the-road declaration for motor tax draws closer there has been a small change in the way that the system is being handled. This is due to the tax offices being totally overwhelmed with work. As outlined previously, if you have a vehicle in your name there is no change; by the 31st of September it either needs to be tax or declared off the road, or you will be liable for penalties going forward. After the 31st you will no longer be able to go to the Garda station to declare it off the road.
However, if you don’t have the vehicle in your name, don’t have a tax book or the vehicle is not listed on the National Vehicle and Driver File (NVDF), then the panic is over; you will only be liable for motor tax from the day the vehicle is entered onto the NVDF. This does not have to be completed before the 31st of September, and the Dept. of the Environment are advising that you only do this when you are ready to put the vehicle back on the road. Procedure for declaring non-use of vintage vehicles before the 31st September 2013
If the vehicle is already registered in your name:
- Complete Part 7 of the Motor Tax Renewal Form RF100A for the period since the expiry of the last tax disc or date of registration up to 31/08/2013 and submit this form to the Motor Tax Office in September 2013, AND,
- Complete Part 2A of the Declaration of Non-Use Form RF150 from September 2013 for a period between 3-12 months, and submit this form to the Motor Tax Office in September 2013.
For vehicles recorded on our computer system but not registered in your name:
- If you have the original Log Book, submit this to the Motor Tax Office with Change of Ownership Form RF200 signed by the seller and buyer. The Motor Tax Office will recreate the record and you will be liable for motor tax from the date the record is created.
- If you cannot get the previous owner to sign the Form RF200 by reason of being deceased /unknown / gone away etc., complete a Statutory Declaration confirming the vehicle details and submit it with an Application for Replacement Documents Form RF134 to receive a duplicate Log Book. In this case, please note that the liability for motor tax will arise from the date of acquisition you record on the Statutory Declaration.
For vehicles not currently recorded on our computer system:
- If you do not have the Log Book, provide all known details of the vehicle to the Motor Tax Office and we will search our archives and Department of Transport records for the vehicle details. If they are found, you will be required to complete a Statutory Declaration Form verifying the vehicle details, and once this is done, the Motor Tax Office will recreate the record and you will be liable for motor tax from the date the record is created.
- If the Motor Tax Office and Department of Transport cannot find or confirm the vehicle details you provide and you have no original Log Book, you will be required to re-register the vehicle (telephone NCT at 1890 927 787).
